1、 What do dangerous chemicals and dangerous goods refer to respectively?
 
Hazardous chemicals refer to highly toxic chemicals and other chemicals that have toxic, corrosive, explosive, combustion, and combustion supporting properties, and are harmful to human health, facilities, and the environment.
 
Dangerous goods refer to substances and items that have hazardous characteristics such as explosion, flammability, toxicity, infection, corrosion, and radiation, and are prone to causing personal injury, property damage, or environmental pollution during transportation, storage, production, operation, use, and disposal, requiring special protection.

4、 How to apply for a 'dangerous package certificate'?
 
According to the Law of the China on the Inspection of Import and Export Commodities and its implementing regulations, the manufacturing enterprises of packaging containers for export dangerous goods shall apply to the customs of origin for performance appraisal of packaging containers for dangerous goods; Production enterprises exporting dangerous goods shall apply to the customs of the place of origin for the identification of the use of dangerous goods packaging containers.

5、 What are the scope and key declaration points of export hazardous chemicals that need to be declared for inspection?
 
Scope of application: Hazardous chemicals listed in China's "Catalogue of Hazardous Chemicals (2015 Edition)" (HS codes and corresponding inspection and quarantine names related to hazardous chemicals are also provided in the attachment of the notice).
 
 
Note: Regardless of whether it is included in the "Catalogue of Entry Exit Goods Subject to Inspection and Quarantine by Entry Exit Inspection and Quarantine Institutions", the hazardous chemicals listed in the "Catalogue of Hazardous Chemicals" should be truthfully declared to the customs, and actively cooperate with the customs to inspect the import and export hazardous chemicals and their packaging.
 
Key points of declaration: before export, the electronic base account shall be applied in the "Exit Inspection and Quarantine Application" module of the single window, and the electronic base account number shall be filled in the export Customs declaration integration declaration module during export declaration.

6、 What are the declaration materials required to be provided by the shipper or its agent for exporting hazardous chemicals?
 
(1). Declaration of Conformity for Export Hazardous Chemical Production Enterprises;
 
(2). "Performance Inspection Results of Packaging for Outbound Goods Transportation" (excluding bulk products and those exempted from using dangerous goods packaging according to international regulations);
 
(3). Hazard classification and identification report;
 
(4). Hazard announcement labels (excluding bulk products), safety data sheet samples, and if they are foreign language samples, corresponding Chinese translations should be provided;
 
(5). For products that require the addition of inhibitors or stabilizers, a description of the actual name and quantity of the inhibitors or stabilizers added should be provided.
 
Kind reminder: The above 1-4 materials, which involve multiple declaration batches and documents that need to be used multiple times, are allowed to be provided by enterprises only during the first declaration, and for subsequent reuse. If the customs needs to verify the original documents, they are required to be provided as required. The second item "Performance Inspection Result Form for Outbound Goods Transportation Packaging" must be provided and verified by customs regardless of whether it is declared for the first time or not.
 
7、 What are the regulatory requirements for import and export of hazardous chemicals and their packaging inspection?
 
a. The import and export of hazardous chemicals listed in the "Catalogue of Hazardous Chemicals" shall meet the following requirements:
 
(1) Mandatory requirements of China's national technical specifications (applicable to imported products);
 
(2) Relevant international conventions, rules, treaties, agreements, protocols, memorandums, etc;
 
(3) Input national or regional technical regulations and standards (applicable to exported products);
 
(4) Technical specifications and standards designated by the General Administration of Customs and the General Administration of Quality Inspection;
 
b. The inspection of import and export hazardous chemicals includes:
 
(1) Whether the main components/component information, physical and chemical characteristics, hazard categories, etc. of the product comply with relevant regulations.
 
(2) Is there a hazard warning label on the product packaging (imported products should have Chinese hazard warning labels) and is a safety data sheet attached (imported products should have Chinese safety data sheets); Does the content of the hazard announcement label and safety data sheet comply with relevant regulations.
 
c. For dangerous goods listed in the International Dangerous Goods Regulations (TDG) "List of Dangerous Goods" for export, packaging performance inspection and usage appraisal shall be carried out in accordance with the management regulations and standards for packaging inspection of dangerous goods exported by sea, air, road, and railway transportation.
 
d. Export hazardous chemicals used as food and food additives should comply with relevant food safety regulations.
 
8、 Is it necessary to apply for an electronic ledger for goods with HS codes involving hazardous chemicals that do not belong to the "Catalogue of Hazardous Chemicals (2015 Edition)" and do not have inspection and quarantine supervision conditions?
 
There is no need to apply for an electronic ledger. Due to the situation where hazardous and non hazardous chemicals share the same HS code, if the enterprise confirms based on the relevant identification report that the goods do not belong to hazardous chemicals and the code does not have inspection and quarantine supervision conditions, it may not apply for an electronic bottom account. When integrating export customs declaration, you can check "Non hazardous chemicals" in the "Dangerous Goods Information" editing interface.
 
9、 The goods that the enterprise intends to import are not within the scope of the "Catalogue of Hazardous Chemicals" in the "Catalogue of Hazardous Chemicals" (2015 Edition), but meet the requirements of the "Description" in the "Catalogue" (2015 Edition).
